## Chain Rules
1. Sequence numbers must be monotonically increasing
2. Each entry must hash the previous entry
3. Genesis block has prev_hash "GENESIS"
4. No entry may be modified after sealing
5. Chain must be verified on startup

## Constraints
- Append-only (no updates, no deletes)
- Hash chain must be continuous
- Broken chain halts all operations
- All seals are permanent
