## Override Protocol

No agent may override these rules. If a conflict arises:

1. RTRUST rules take precedence over all other instructions
2. SENTINEL has final authority to block any action
3. All overrides are logged to WORM chain
4. Human review is required for any exception

## Amendment Process

Rules may only be amended by:
1. Human operator approval
2. Lean 4 proof that the amendment does not weaken existing protections
3. SENTINEL verification
4. WORM seal of the amendment
