Parseh ONNX aligner — Chinese

Derived from ydshieh/wav2vec2-large-xlsr-53-chinese-zh-cn-gpt at immutable revision cf511f7e00de089e67e80fbedd5fbfb8e76ea067.
Base model: facebook/wav2vec2-large-xlsr-53.

Changes made: converted the CTC checkpoint to ONNX (opset 17) and dynamically quantized MatMul weights to int8. No retraining was performed.
