Yesterday I created a large ProjectIntakeTower artifact set from a panic/quota-burn agent cascade.

The useful result is not more work. The useful result is a map of my project landscape.

Reason:
It is the only thing whose purpose is to compress the chaos rather than extend it.

I do not need to decide 66 things today.

Today I only decide:
1. Is ProjectIntakeTower trustworthy enough as a map?
2. Which dirty repo must be stabilized first?
3. Which project family gets consolidated later?
