# Agent Rules

This repository defines a GitHub-native HAI gate for agent-created pull requests.

## Operating Rules

- Do not commit directly to `main`.
- Keep the gate deterministic and stdlib-only unless Samuel explicitly approves a dependency.
- Do not add LLM calls, remote APIs, databases, or custom local runtimes to the gate.
- Treat GitHub Pull Requests, GitHub Actions, and branch protection as the source of truth.
- Every change must include tests or a concrete smoke check.

## HAI Contract

Each PR using this gate must include:

- goal
- changed files or intended surface
- verification command and result
- risk
- owner decision state

The gate should block merge when evidence is missing, risky files change without approval, or the scope needs Samuel's decision.
