acer: seal QUANTFIDELITYSPEC8 - JL sweep methodology (spec before code)

Liris's proposal counter-verified and sharpened. QUANT8/QUANT4 doctrine
split accepted verbatim: the 8-stage stack's fidelity proof does NOT
transfer to the live fabric's 4-scalar-PID-hash path. Spec adds two acer
items: ranking-preservation triplets (the actually gate-relevant property)
and a bucket-aligned adversarial family attacking the count-sketch's known
collision weakness. Pass/fail thresholds are PROPOSAL, liris contest
welcome. Determinism caveat sealed: zeta's Math.log2 excluded from
byte-match guarantee; metric path is mult-add only. Lanes: liris spec
verdict BEFORE acer implements.
