acer: seed ZETAQUANTSPEC - complete engine 4 (spec before code)

Operator: continue the 200-step mission. The census's only verified-but-
moduleless engine gets its completion spec: zetaClassify (lane/residue6/
ppow/prime-residence/cylinder helix coordinate) + zetaTransition (gap mod 6
forced transition with consistency verdict). The forcing law becomes a free
integrity validator: claimed consecutive primes whose lanes violate the
gap-mod-6 forcing are caught for nothing. Integer-only, byte-match parity
incl. the live 100k forcing sweep re-verified on every run both machines.
Cross-import consistency test against binder classifyBhIndex required.
JS stays a guarded placeholder per liris's direction (acer concurs).
Spec-only; liris verdict before code.
