Gate and document Layers 5 and 6; mark HRM and MTP as boundary

CI gains five Rust 1.81 jobs: fischer-gate (sidecars, clippy, tests,
--once), hookwall-gate (two named style-lint allowances), verdict-compose,
verify-schedule (upstream sha256 pin) and gnn-int, each with the no-float
check. That makes 13 jobs; all pass locally.
The root README's stack table now covers the vendored control and watcher
layer as gated (it was listed as staged), plus Fischer, Hookwall, the
composition, the verify scheduler and the integer GNN. HRM and MTP have no
implementation anywhere in the estate, so their Layer-6 slots are recorded as
boundary rather than filled with labels. gate/fischer-eval/README.md records
provenance, the two fixes, and the caller-input limits closed by gate/verdict.

model/gnn-int is a new zero-dependency Rust 1.81 crate. No clean, runnable
GNN existed in the estate: the only real one is float PyTorch with no
tests, whose checkpoint never learned message passing. This follows that
baseline's shape (two GCN layers plus an MLP edge head over [h_u || h_v])
without copying its code or weights.
- CSR over A+I from an undirected edge list; duplicates and caller
self-loops collapse; out-of-range ids and zero dimensions return Err.
- Normalization D^-1/2 (A+I) D^-1/2 computed exactly in integers:
c = round(65536 / sqrt(d_i*d_j)) = (isqrt(floor(2^34/p)) + 1) / 2.
- Q16 fixed point, i128 saturating sums, one round-half-away-from-zero per
layer; a piecewise-linear hard sigmoid gives per-mille edge scores in
0..=1000. No floats, no exp, no unsafe.
- The weights are hand-set and untrained. The README makes no accuracy claim
and documents the precision limits at very high degree.

Layer 5: extract the Hookwall and compose the gates tighten-only

gate/hookwall extracts six modules (hookwall, spawn_gate, sign_gate,
tier_gate, crypto, cosign_chain) plus the first 75 lines of syscall from
asolaria-federation-1024@dc1da1a9 kernel/core/src. The parent kernel-core
crate is not copied: its other modules carry third-party data. Library logic
is unchanged; only doc comments (false persistence, policy-file, GNN,
enforcement and wiring claims, one drive path) and crypto test-key literals
(same values, routed through a TEST-ONLY helper) differ. PROVENANCE.md
records each file's upstream blob SHA-1, its sha256 here, and every edited
line before and after. The only dependency is sha2; the upstream declared
ed25519-dalek and zeroize, but no copied code calls them.
Two upstream limits are pinned by tests and documented rather than patched:
crypto's tags are sha256 placeholders derived from the public key, so they
are forgeable and are not ed25519; and sign_gate's VIRUS rescue clears any
deny tag. Two style lints are allowed at the CI gate so …
Layer 6 proposals: vendor the confidence-ranked verify scheduler

Copies asolaria-federation-1024@dc1da1a9 servers/council-serve/src/schedule.rs
(sha256 ab90e5a3...b787, sidecar included) byte-identical into
proposals/verify-schedule with a standalone Cargo wrapper. It ranks pending
proposals by an integer expected-acceptance prior and marks the top of a
verify budget for verification; it never fires. Only this file is taken; the
parent crate's quorum dependency carries third-party data.
Named for what it does: not multi-token prediction or speculative decoding.
Zero deps, integer-only, Rust 1.81: clippy -D warnings clean, 7 tests pass.

Fischer: make hard floors hard and stop borrowing a default pid
Claude+1: Claude Opus 5.5

6c82ce4
Two gate bypasses in the vendored Fischer evaluator, each pinned by a
regression test that fails on the upstream bytes:
- The cpl hard floors were applied inside compute_cpl, then the
caller-supplied g4_state modifier was added afterwards. Claiming
g4_state=CONVERGED (-200) turned a floored HOLD (missing_cosign, floor 150)
into PROCEED. The floor is now applied after the modifier, so convergence
credit can lower cpl but never below a triggered floor.
- fields_to_eval fell back to the default BH.FISCHER.HOST8.DEFAULT pid when
none was sent, so over HTTP/CLI the missing_pid BLOCK tier could never fire
and pid-less requests earned the BH. "reproducible" credit. An absent pid
now reaches evaluate() as None and blocks with cpl 500.
Also replaces an operator-local D:/ drive path in a test fixture with a
relative path, and regenerates src/lib.rs.sha256. The byte-identical
upstream copy is the parent commit.
clippy -D warnings clean on 1.81; 13 lib + 4 bin tests pass.

Layer 5: vendor the Fischer rule-table gate byte-identical

Copies asolaria-federation-1024@dc1da1a9 servers/fischer-eval (Cargo.toml,
src/lib.rs, src/main.rs and their two .sha256 sidecars) byte-identical into
gate/fischer-eval, so upstream provenance can be checked with cmp/sha256sum.
Zero dependencies, #![forbid(unsafe_code)], Rust 1.81: clippy -D warnings
clean, 12 lib + 3 bin tests pass, sidecars verify. The repo-root port receipt
(which carries a personal Windows user path) is not copied.
Fischer is a deterministic rule-table action gate: fixed integer penalties
over envelope fields produce a cpl score and PROCEED/HOLD/ANALYZE/BLOCK/REFUTE.
The chess vocabulary is metaphor; nothing here searches moves or learns.
Also ignores the eval gate's run outputs (eval/artifacts/, nnest data/).

Vendor pinned Q-PRISM control and N-Nest watcher into Aether
Jesse Daniel Brown

Add allowlisted public upstream source bytes for Layer-4 control and Layer-5 depth-3/depth-7 nested verification, original frozen source lock, a vendored-file identity adapter, negative controls and CI job. Preserve existing original upstream bridge and recovery/throat sources byte-for-byte. Synthetic software verification only; no claim of optical, neural or physical source attestation.
Throat: unify every non-recovery verdict as HELD{reason}
Claude+1: Claude Opus 4.8

Per the coordinator spec, the throat returns recovered bytes only on a passed
post-recovery SHA-256 check; every other outcome is HELD carrying its reason
(consent withheld, insufficient evidence, decode failure, cross-path
disagreement, integrity mismatch). Folds the former Rejected states into
HELD so "return HELD for missing evidence, inconsistent results, or failed
integrity checks" is matched exactly, with the reason preserved. Still bound to
the real decode_path1 / decode_path2_crt; verified recovery source unchanged.
clippy -D warnings clean, 9 tests (adds cross_path_disagreement_holds).

Stack the Q-PRISM family: representation, recovery paths, honest throat, time

Q-PRISM is a family of connected implementations, not one kernel. This stacks
the clean, verified layers onto the Layer-1 kernels (tribit, behcs1024-60d):
- Layer 2 representation: qprism/rust-qprism-181/ (2D->3D orb->signed-2D
color-leaf renderer; checked-i128 inverse cross-check, own SHA-256, zero-dep,
integer-only). Copied byte-identical from the owner repo; clippy -D warnings
clean, 12 tests.
- Layer 3 recovery Path 1 + Path 2: qprism/recovery/omega-path123-v0/ (LZ over a
retained output window; checked CRT two-shadow reconstruction over coprime
moduli). Copied byte-identical; 35 tests. Three upstream pedantic style lints
are allowed at the gate rather than editing verified source.
- Layer 3 combined throat: qprism/recovery/throat/ (new, honest). Selects
Path 1 vs Path 2 from the evidence held, cross-validates both when present,
gates on explicit consent and a post-recovery SHA check, and holds rather than
fabricates when evidence is insufficient. clippy -D warni…

Asolaria & Aether — clean public home
Claude+1: Claude Opus 4.8
Unverified signature
2b06855
Single clean commit. Two parts, both runnable, both green:
- the Asolaria public slice: root doctrine, prime-cylinder and glyph-messaging
slices (pure stdlib, E=0), receipts.
- kernel/tribit: the balanced-ternary tribit kernel (Rust 1.81, integer-only,
no float, zero deps) — the same kernel whose public gate is green.
Built by allowlist from the verified-clean `main` slice and the public tribit
core only. None of the private working-branch material is present.
