Add library_name and pipeline_tag metadata

I've also added the `arxiv` ID to link this repository to the original research paper. These tags are important as they: 1. Enable the "Use in Transformers" button on the Hub. 2. Ensure the model appears in the correct task categories (Reward Models are typically documented under text-classification). 3. Link the artifact to its corresponding paper page on Hugging Face.
