Add pipeline tag and library name

This PR adds the missing `pipeline_tag` and `library_name` metadata to the model card:
- `pipeline_tag: text-generation` ensures the model appears in the correct Hub category.
- `library_name: transformers` enables the automatic Transformers usage snippet.

The existing README content and other metadata remain unchanged.
