Adds the clean FireWx-FM ICLR/technical-report reproducibility package: CONUS checkpoints, inference/training code, source-data notes, example output, ICLR source, technical report source, compiled PDFs, smoke test, and SHA256 manifest. Local checks passed: check_release_files.py, CPU smoke_inference.py, ICLR LaTeX compile, technical-report LaTeX compile, private-path scan, and generated-file scan.
