Update ONNX Runtime to 1.27.0 / GenAI to 0.14.0 and add samples
Bump the bundled native and managed binaries across every platform and ship importable Package Manager samples. Runtime updates (all binaries replaced from official releases): - ONNX Runtime 1.24.3 -> 1.27.0 (Windows x64/ARM64, Linux x64/arm64, macOS arm64, Android AAR, iOS xcframework, managed DLL). Aligned to 1.27.0 on every platform since iOS (CocoaPods) and Android (Maven) cap at .0. - ONNX Runtime GenAI 0.12.2 -> 0.14.0 (all platforms + managed DLL). - ONNX Runtime Extensions left at 0.15.2-dev-20251214 (already the latest published dev snapshot). - Managed dependency DLLs resolved against the 0.14.0/1.27.0 graph. - iOS ORT xcframework: upstream dropped the maccatalyst slice and added a macos-arm64_x86_64 slice; .meta files reconciled accordingly.
