Rebuild vmfbs with current torq-compile: fix vision bias placement, right-size NSS caps
Verified signatureBoard-validated on SL2619 (fresh boot, cpu.sh, released runtime) vs the previous bundle: correct caption; vision encode 1274 ms (was 2214), img-prefill 2838 ms (was 3665), TTFT 2547 ms (was 2867), decode 4.2 tok/s (was 3.8).
