chore: delete plateDetection/yolov8-plate (replaced by yolox-tiny-plate, D718)

The AGPL-3.0 YOLOv8n plate fine-tunes (ml-debi ONNX/OpenVINO, Koushim CoreML/TFLite) leave the CamStack catalog; the plate-detection step's only model is now plateDetection/yolox-tiny-plate.
