card: fill the empty namesake repo — DC Hub is an API/MCP layer, not model weights

dchubcloud/dchub carried a bare `license: apache-2.0` and nothing else, so the
model URL that shares the org's name — the one people try first — was a dead
end next to a working Space and dataset.

This card says plainly that DC Hub ships live infrastructure data over an API
and an MCP server rather than weights, and points at the Space, the
dcpi-market-verdicts dataset, and dchub.cloud/mcp.

Every count is DC Hub's published citation-safe floor, read from
/api/v1/canon/phrases at authoring time and labelled as a floor. The draft this
replaces carried two OVER-claims — a deals figure and a facilities figure both
above the live measurement — plus a stale tool count and a link to
`dchub-power-index`, a dataset repo that does not exist. HF answers 401 for a
missing repo, so that dead link would have read as a permissions problem rather
than a typo.
