An agent can discover a tool in seconds. That does not mean its result is independently verified—or that an x402 challenge is revenue.

We’re making those boundaries inspectable at Council of AI. Today the public MCP endpoint returns 13 tools; the x402 catalog lists 21 resources. Discovery is free. GSPC evidence admission, signing, settlement and delivered work each need their own proof.
