feat(v1.8.0): switch claim detection to zero-shot NLI with regex gray-zone fallback Running
- claim detection now runs zero-shot NLI on the already-loaded bge-m3-zeroshot-v2.0 (no fine-tune, no extra weights) - gray-zone scores (0.40-0.60) fall back to the heuristic regex - mode + thresholds configurable via CLAIM_DETECTION_MODE / CLAIM_THRESHOLD / CLAIM_GRAY_LOW env vars; default mode is 'model' - removed 501 stub; /health reports the active modebb268b3
