Update tests to use inline heuristic helper after inference.py rewrite
The new inference.py is async and structured around the spec's required format, so tests no longer import run_heuristic from it. Tests now have their own _run_simple_heuristic helper, keeping them independent of the inference script's exact internal structure.37d5c95
