Add settings menu for diagram layout and panel visibility

Make simulator content scrollable within the app shell
NeonClary +1: CursorThe CCAI app shell locks .app/.app-main to 100vh with overflow:hidden, which clipped the right-column panels (Results, Commands, Stats). Make simulator runnable on first click + editable commands

Add Decidron network simulator
