fix(ensemble): remove boundary-overshooting extremise (sync with repo PR #32) Running
The event-path extremise 0.5 + 1.3*(p-0.5) overshot [0,1] for confident
forecasts (3.4% -> 0%, 17% -> 7%), so the ensemble stopped combining its
members. Removed; ensemble is now a weighted blend + base-rate prior. Adds
tests/test_ensemble.py. Mirrors github PR #32 (commit f00e02c).
