feat(tools): analytical-tools foundation — spec_builder + ml executor
spec_builder: derive a ToolSpec from a tool's pydantic InputModel (functional grain, no base class) — input_schema from model_json_schema(), 3-part house-style description helper. ml/executor: bounded, timed offload (run_fit) for sync sklearn/statsmodels fits, mirroring the db.py F-5 pool pattern.
