[NOTICKET] chore: restore eval/chat_sim harness and track it in git
Rifqi Hafizuddin +1: Claude Fable 5The in-process e2e chat simulator was accidentally deleted from disk and had never been committed (only __pycache__ survived), which silently disabled the 7B chat_sim gate. Tracked now so it can't vanish again. Known staleness: the hard-coded DEFAULT_USER_ID / TITANIC_SOURCE_ID no longer exist in the playground DB — update them before the next full run (DEV_PLAN 0.6 V6).
