[NOTICKET] feat(api): add list_tools endpoint (GET /api/v1/tools)
Static slash-command catalog (10 commands) for the Golang backend to cache and surface on the FE without calling the agent per request. Each command maps 1:1 to a real internal intent/tool name (the dispatch key); display command names follow Harry's verb-first kebab-case convention.
