[KM-688] feat(api): v2 chat pilot + regroup report under /tools; adopt lead API contracts
Rifqi Hafizuddin +1: Claude Opus 4.8v2 chat pilot: POST /api/v2/chat/stream keyed on analysis_id; done event returns {message_id} (minted Python-side if Go omits). New src/api/v2/ reuses the warm ChatHandler + v1 cache/history helpers; v1 /chat/stream kept mounted until FE moves over. Report regrouped: /api/v1/report -> /api/v1/tools/report (+ version routes), tag Tools. Old /api/v1/report removed. Docs: replace API_ENDPOINTS.md with the lead's API_CONTRACT_BE_PYTHON.md + API_CONTRACT_BE_GOLANG.md. Verified the 6 implemented Python endpoints match the contract; /api/v1/observability is documented but Phase 3 (not yet built). DEV_PLAN Phase 2 rows marked done.
