[NOTICKET] refactor(api): server-mint message_id only; unwire v1 chat
Rifqi Hafizuddin +1: Claude Opus 4.8message_id is now server-authoritative: - Drop message_id from the /api/v2/chat/stream and /api/v1/tools/help request bodies. Python always mints it (msg_<uuid>) and returns it on the `done` event; any caller-supplied value is ignored. Keeps the /observability correlation key out of client control (FE-security). Resolves contract open-Q #1 (previously "Go mints it and passes it in"). Unwire v1 chat: - Comment out include_router(chat_router) + its import in main.py (file kept: v2 chat and /tools/help import its shared helpers). Also removes the v1 /chat/cache + /retrieval/cache ops routes from the surface. Also: fix pre-existing B904 in help.py; sync API_ENDPOINTS_RESTRUCTURE.md (open-Q #1 resolved, observability marked as a later PR) and DEV_PLAN.md. Verified: ruff clean on changed source; full local suite 284 passed, 7 skipped; route surface asserts v2 chat mounted, v1 chat unwired, /tools/help present.
