Trinetra AI rebrand, Python 3.14 compatibility, local run support

- Backend: Avoid loading SQLAlchemy when POSTGRES_URL unset (Python 3.14 typing fix)

- API docs: Update title/description to Trinetra AI
- Add requirements-local.txt for local Python 3.11+ install
