This artifact treats homelessness as a collapse of continuity across multiple interdependent layers: housing, safety, documents, trust, health care, income, public-space stewardship, institutional routing, and follow-up.
It does **not** frame unhoused people as “the problem.”
It frames the problem as pressure exceeding the person, the family, the market, the care system, and the public system all at once.
