This release is the Immediate-Base Active-Surface Authority Closure Patch. It makes RELEASE_METADATA the current packet authority, aligns active HTML, reviewer-facing, generated, JSON, schema, and report surfaces to that authority, preserves the model-neutral review boundary, and keeps external sidecar verification outside the ZIP under post-build finalizer authority.
