feat: add queue ETA estimation + retry limit (max 3) for failed CI runs
- Add src/queue_eta.py: slot-simulation ETA formula - Update submit.py: show estimated completion time on submission - Update utils.py/populate.py: add ETA column to queue tables - Update ci_dispatcher.py: 3-retry limit, mark Failed after exhaustion - Add tests: 34 ETA tests + 12 retry tests (86 total pass)3a08af1
