Rebuild wasm at 0.1.3 with SIMD on the threaded arm; merge default 0.035; flask mark; harmonize note

Threaded arm now compiles with simd128 (RUSTFLAGS was overriding .cargo/config.toml). Presets use the CLI's merge default 0.035. LogoLabs flask as header mark and favicon. Harmonize disclosure under the controls; external links open in a new tab.
