Use OpenRouter glm-5.1 as Arabic language moderator
- Replace HF InferenceClient with OpenAI SDK for Arabic LLM verification - Arabic text is always sent to LLM for moderation (not just grey-zone) - Parse reasoning_content fallback for thinking models - Add OPENROUTER_API_KEY, ARABIC_LLM_MODEL_NAME, ARABIC_LLM_BASE_URL config - Blend: 30% local model + 70% LLM for Arabic, label overridden by LLM verdict - Arabic system prompt in Arabic for better moderation quality1308a36
