OpenEnv-compliant simulation for evaluating LLM agents on long-horizon HR decision-making using Fitz-enz frameworks (HCVA, HCROI, QIPS, Five Indexes of Change). 6-quarter episodes with 150-200+ steps, stochastic events, and cross-quarter dependencies.
