fix: commit missing dashboard.runtime_env module used by app.py
app.py imports is_hosted_space from dashboard.runtime_env to decide the backfill-warning copy shown on a hosted HF Space vs local. The module was untracked, so the previous push broke the deployed Space with a ModuleNotFoundError. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>d5257f7
