refactor: apply Python and TypeScript code quality improvements

Python:
- Replace print() with logger in app.py
- Add type annotations to request_middleware and list_files
- Fix infer_samgis_fn return type (str, not str | JSONResponse)
- Convert .format() to f-strings in test_app.py
- Update pyrightconfig.json to Python 3.13
Frontend:
- 11x let→const in helpers.ts and PagePredictionMap.vue
- Replace Object type with { body: string } in helpers.ts
- Replace Function type with proper signature in ButtonMapSendRequest.vue
- Add return type to getGeoJSONRequest
- Fix indentation in helpers.ts
- Add noUncheckedIndexedAccess to tsconfig.app.json
- Add eslint.config.mjs with TypeScript + Vue rules
test: add data-test-id and aria-labels to improve the playwright tests
