+## How the data is made
+
+Everything resolves to an official European Parliament document. Amendment documents are discovered through the [EP Open Data API](https://data.europarl.europa.eu), downloaded as the Parliament's official DOCX/PDF, and parsed deterministically from the Parliament's own markup (amendment number, authors, article, old and new text). No language model is involved in extraction or counting. The historical base (2008 to January 2026) comes from the [Parltrack](https://parltrack.org) dumps, which applied the same method to the same documents.
