Pin ruff config and fix the resulting lint findings
Ayodeji AkandeSame fix as origin: adds an explicit [tool.ruff.lint] selection so a future ruff upgrade can't silently break CI again, and cleans up the ~100 findings that surfaced once ruff 0.15's broader default rule set got applied.
