Add DIP knowledge base and promise tracker functionality

- Create dip_knowledge_base.csv to store normalized DIP records.
- Add manual_promise_tracker_template.csv for promise tracking.
- Remove outdated promises.csv file.
- Introduce build_dip_knowledge_base.py script to fetch and build the knowledge base from the DIP API.
- Add fetch_with_bundestagsapy_example.py for optional usage of the BundestagsAPy wrapper.
- Remove validate_data.py script and replace it with validate_kb.py for knowledge base validation.
- Update requirements to include requests and bundestagsapy.
- Implement dip_client.py for direct interaction with the DIP API.
- Ensure all new scripts are executable and properly structured.
Remove unnecessary binary files: .DS_Store and german_promise_tracker_hf_space.zip
