The Dockerfile forced uvicorn onto port 80, but HF Spaces Docker SDK
health-checks the app_port (default 7860). Nothing listens on 7860, so
the Space fails with 'Launch timed out, workload was not healthy after
30 min'.
- Dockerfile: listen on $PORT (HF sets PORT=7860), fallback 7860; EXPOSE 7860
- README: set app_port: 7860
- docker-compose.local.yml: set PORT=80 so local dev still runs on port 80
Add config.json (gitignored upstream): merge 1.8.0 defaults with previous user settings
