docs: auto-tune implementation plan
Bite-sized TDD plan with 10 tasks covering: pytest scaffolding, tuning_results table init, save/load helpers, backtest_core extraction, run_backtest refactor, run_autotune orchestrator with heatmap output, apply_tuning helper, Auto-tune UI tab, Forecast tab pre-fill checkbox, and live-Space deploy + smoke. Plan deviates from spec by extracting pure logic into a new autotune.py module so tests can run without loading the Kronos model; deviation is documented in the plan header.
