- Add resumable scan engine (Backend/helper/scan_manager.py) with DB-persisted

Refactor /dbcheck command to improve performance and add error handling. Introduce concurrent processing for message checks and update status messages during execution.
- /scan: index existing channel content via get_messages batching (bot-only)
- /channels, /addchannel, /removechannel: runtime channel management persisted to MongoDB
- /stats: database dashboard with content counts and system info
- /search: regex title search across all storage DBs
- /dbcheck: integrity checker for orphaned stream entries
- /exportchannels, /importchannels: channel config backup/restore
