feat(exports): add public ranking and details export endpoints

Add stable server-side export URLs for automation and pipeline usage:
- /exports/ranking.csv
- /exports/ranking.json
- /exports/details-matrix.csv
- /exports/details-matrix.json
The endpoints can be fetched with curl without a user token. They keep the private Hugging Face bucket behind the SvelteKit server and reuse the existing server-side bucket access used by the Ranking and Details pages.
Move export assembly into a shared helper that reuses the existing ranking and details matrix builders and CSV formatters. Ranking exports reproduce the default leaderboard export with all benchmarks, all models, and integral descending sort. Details matrix exports reproduce the default matrix export with score metric, all groups, all models, and integral descending sort.
Add JSON variants with snapshot metadata, status, source, row data, and matrix dataset metadata. Return 503 when bucket data is unavailable, while serving stale cached data when available and exposing x-hivetrace-data-status…
