Frontend now reads from Neon via Vercel serverless functions instead
of hitting the HF Space API. HF Space only runs the weekly pipeline
(write to Neon), then sleeps.
9 serverless endpoints: zones, indices, triggers, notifications,
basis-risk, enrolled-workers, coverage-recommendation, pipeline/runs,
pipeline/stats. All use @neondatabase/serverless.
GitHub Action: added pause step to sleep Space after pipeline completes.

Add GitHub Action for weekly pipeline run (Tuesdays 00:30 UTC)
Wakes HF Space, triggers pipeline via POST /api/pipeline/trigger,
polls /api/pipeline/status until complete. Same pattern as Weather AI 2.
Requires HF_TOKEN secret in GitHub repo settings.
Also supports manual trigger via workflow_dispatch.
