✨ feat(flood): add SurgeInk backend + flood risk visualization
Add Python FastAPI backend (server/) with geocode, forecast, and layers endpoints. Add frontend flood feature slice with FEMA flood zone overlay on MapLibre, river discharge sparkline (recharts), risk score card, and flood data toggles in settings panel. Rebrand header to SurgeInk.
