feat: add complete Next.js + Tailwind CSS frontend for ReliefLensAI

- Scaffold Next.js 16 app with TypeScript, Tailwind CSS, ESLint
- Install lucide-react, recharts, @tanstack/react-query, axios
- Create Crisis Room dashboard (app/page.tsx) with:
- Header with AMD badge, backend health indicator, demo mode flag
- Left panel: upload/drag-drop zone, processing status, stats
- Center panel: incident list with priority filter tabs
- AMD performance panel (auto-refreshes every 5s)
- Components: PriorityBadge, IncidentCard, AMDPanel, StatsBar, UploadPanel
- lib/api.ts: Axios client for all backend endpoints
- lib/types.ts: TypeScript interfaces matching backend Pydantic schemas
- Mock data fallback when backend is unreachable
- Dark theme (bg-gray-950), AMD orange accent, P0 pulse animation
- Build verified: zero TypeScript/lint errors
