Fall back to reference impl when CUDA plugins fail to build Running
ZeroGPU Spaces have no nvcc, so bias_act_plugin and upfirdn2d_plugin fail to JIT-compile. Catch the build error in _init() and let the existing ref dispatch path take over instead of crashing.a3f06af
