Display all timestamps in Eastern time (EST/EDT)
Timestamps are stored in UTC (unchanged); only human-facing rendering now converts to America/New_York (auto-handles EST vs EDT). Adds app/timeutils.py (to_eastern/fmt_eastern/now_eastern) and routes the web UI, PDF, and DOCX timestamp formatting through it. Registers an 'eastern' Jinja filter for approve.html. Fixes two naive datetime.now() footer timestamps in the PDF/DOCX generators. Adds tzdata dependency (python:3.11-slim has no system IANA tz database).
