Add admin bulk import for historical paper-form records
New POST /api/admin/import/extract transcribes a photographed paper form in one Gemini call (unit label, slot column, and value per legible cell, matched against known unit names) so an admin can review and correct a full sheet at once instead of one gauge at a time. POST /api/admin/import/commit writes the reviewed rows as readings tagged source=bulk_import, status=backfilled, distinct from a live capture. compute_compliance now tracks backfilled slots separately from on_time/late/missed, counting them toward historical compliance without claiming they were timed. Restrict CORS to the deployed frontend and local dev origins

Move admin login to Google sign-in against an allow-list
Admin access now comes from Google sign-in with an address on ADMIN_EMAILS, granted automatically on first sign-in, instead of a password and a bootstrap secret. Technician accounts (email and password, admin-created) are unchanged. Also points FIREBASE at the same Firebase project already used for helenia-api.
