scenarios: lead each system with iconic disruption (mirrors monorepo)
First card per system is now the locally-distinctive disruption (hurricane / sandstorm / earthquake / typhoon / polar vortex / smog) so the landing pulse cue lands on something that immediately shows the agent earning its keep.
