feat(discovery): CLI for collection, baseline capture and comparison
siddhm11 +1: Claude Opus 5.5scripts/hf_discovery.py runs collection and preparation, captures a scratch baseline feed without touching real user storage, and renders an escaped comparison report. It shares the scheduler's lock, so the CLI and the app never collect at the same time. Operations are documented in docs/HF-DISCOVERY-OPERATIONS.md.
