feat(eval): standalone recommendation audit report
siddhm11 +1: Claude Opus 5.5scripts/run_recommendation_audit.py writes an HTML/JSON/JUnit report. With --live/--encode it adds read-only vector/HTTP probes, exact-vs-ANN agreement and scratch-user refresh checks against temporary storage with replication off.
